Building Asset Condition Assessments

Project Background

Sutherland Shire Council owns and manages many Scout and Guide Hall buildings across its Local Government Area. Council engaged TK Business Group to assess and report upon the condition of all buildings within this asset class in order to inform the asset management approach to these buildings.

Program Scope

The program scope included detailed inspections, assessments and reporting upon some 20 Scout and Guide Hall buildings, including the following building elements, substructure, superstructure, roofs, gutters, downpipes, external walls, sinks, cabinetry, air conditioning systems, windows, ceilings, walls, floors among many other building elements.

The scope also included development of Forward Works Plans for all buildings inspected, and assignment of priority actions.

Program Methodology

TKBG adopted a consistent approach to the inspection and assessment of each Council asset, conforming to both Australian Standard 4349.0 – 2007 Inspection of buildings – General requirements and the Institute of Public Works Engineering Australasia’s Practice Note 3 for Buildings – Building Condition and Performance Assessment Guidelines. All inspections were documented electronically using pre-filled custom-made forms. A grading scale was consistently applied across all building assets to derive the estimated life remaining of each asset. A report was produced per site documenting each asset’s condition and a forward works program was developed per site in order to inform Council’s funding provision for, and management of, this asset class.
